Tokyo, officially the Tokyo Metropolis, is the capital and most populous city of Japan. Formerly known as Edo, its metropolitan area is the most populous in the world, with an estimated 37.468 million residents as of 2018; the prefecture itself has a population of 13.99 million people while the city's central 23 special wards have a population of 9.73 million. Located at the head of Tokyo Bay, the prefecture forms part of the Kantō region on the central coast of Honshu, Japan's largest island. Tokyo serves as Japan's economic center and is the seat of both the Japanese government and the Emperor of Japan.
 
As a result of World War II, Japanese planes are generally forbidden to fly over Tokyo. Therefore, Japan constructed airports outside Tokyo. Narita International Airport in Chiba Prefecture is the major gateway for international travelers to Japan. Japan's flag carrier Japan Airlines, as well as All Nippon Airways, have a hub at this airport. Haneda Airport on the reclaimed land at Ōta, offers domestic and international flights. As of 2018, some flight routes into Haneda are permitted through Tokyo airspace.
